Local Construction Manager – Vietnam

The Local Construction Manager shall be responsible for providing construction management services including overall direction and close project monitoring, inspection and overall management of construction projects to assure construction contractor compliance with all specifications and USAID regulations including quality control, schedules, guarantees, and other contract terms and conditions as required. The Construction Manager will provide technical leadership to CM team members and will provide management supervision of the CM team. Leads the design and maintenance of record-keeping, tracking and monitoring systems for construction management activities, and contributes to reports produced by the team for USAID.  The Construction Manager is responsible for the preparation of manpower projections and work plans for all CM projects and shall control the quality of all documents produced by the CM team, shall ensure that the presentation of all documents is standardized, monitor and supervise the work-progress of CM teams, and ensure that all CM team schedule and quality requirements are met. The CM is also responsible for overall management of subconsultants providing services under the CM efforts.

ROLE AND RESPONSIBILITIES

Pre-Construction Input & Preparation.

Provide construction input to the engineering design, through the engineering phase.

Provide input to the Construction Contract and Bid Form.

Participate in the development and implementation of contracting strategies within the project team.

Identify, communicate and document risks to the project risk register. Work with the  project team to understand, analyze and manage these risks.

Establish project roles and accountabilities for construction resources, office and field support.

Set construction milestone schedule.

Work with the project controls group to ensure project controls are in place for cost and schedule.

Lead / Facilitate construction kick off meetings with all contractors and internal stakeholders ensuring proper documented exchange of information and documented safety orientation.

Provide leadership and direction in the development of the Construction Quality Assurance (CQA) plan.

Ensure project quality requirements are met.

Monitoring adherence to SAPP/QAPP, the site-wide HASP, blood dioxin serum monitoring, the SWEMMP, and activity level EMMPs.

Conduct confirmation sampling in excavations and effluent sampling (as necessary dependent on the recommended remediation alternative), and other activities identified in the site-wide SAP.

Review and advise the Contracting Officer Representatives (COR) on Implementing Contractor(s) operation and maintenance (O&M) manuals, and other technical documents as requested by the COR.

Provide constructability support to the project team from conceptual to design through execution.

Provide construction management leadership to the project team.

Ensure projects are executed safely and within all regulatory and environmental requirements.

Ensure timely and accurate reporting on all construction aspects of the project.

Ensure effective field communications and coordination within functional departments.

Keep comprehensive project records consistent with the data management plan.

Work with the Project Manager (PM) and Client to manage change within the work scope.

Review incident reports, ensure remediation plans are developed, executed, and communicated in a timely manner.

Provide reporting of contractors’ performance including safety, cost, schedule, material receiving, and quality on a biweekly basis.

Ensure implementation and monitoring of construction management processes and procedures (specifications, inspection procedures, quality assurance program, materials management program, HSSE requirements, cost and schedule management, etc.).

Ensure timely communication and resolution of technical issues that arise during construction with stakeholders and project engineering.

Review contractor schedules (This includes “look ahead scheduling” with the contractor to ensure overall project schedules are met.).

Ensure the development, tracking, reporting and follow up of contract commitments.

Ensure field construction records are documented and maintained as per Trigon and owner requirements.

Ensure construction deficiency lists are generated, maintained and followed-up to completion prior to contractor demobilizing from site.

Conduct weekly meeting with contractors and field staff to validate schedule progress. The agenda of the weekly construction meetings must include resolving in a timely manner all issues that arise from execution of the work including but not limited to matters of quality, quantity, schedule, personnel, and payment.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

Post-secondary and a minimum of twenty (20) years industry experience equivalent.

Minimum of ten (10) years of industry experience on major project in a leadership role.

Proficient in Microsoft Office Applications including Word, Outlook, Excel, and PowerPoint.

Excellent technical writing and verbal communication skills.

Strong communication skills in both English and Vietnamese (oral and written).

PREFERRED SKILLS / QUALIFICATIONS

Construction management certification.

Experience with remediation projects.

Experience with USAID-funded projects.
